MPs propose unrestricted smoking in banks, offices

Only a few days before a parliament debate on whether the Czech Republic will introduce an anti-smoking law which would, in line with the anti-smoking trend in Europe, allow Czechs to breathe unpolluted air in restaurants, the debate seems to be heading the opposite way.

This is a U-turn. Only a few days before a parliament debate on whether the Czech Republic will introduce an anti-smoking law which would, in line with the anti-smoking trend in Europe, allow Czechs to breathe unpolluted air in restaurants, the debate seems to be heading the opposite way. A number of MPs are promoting free smoking areas not only in pubs, but also in places such as offices, banks, public transport and tram or bus stops, at which smoking has been prohibited up to now. Although most MPs say they do not want such a radical move, the message is clear: The anti-smoking law is unlikely to be passed.

The story of the Czech anti-smoking bill still deserves closer attention, though. It helps people understand why it is so difficult in the Czech Republic to accept „a reasonable proposal“ seeking fairer rules for everyone, and explains the role of public opinion in the matter.

Equality above all

When Boris Šťastný, a newly elected MP and former doctor, wrote the anti-smoking bill more than a year ago, it seemed that there were few obstacles to its approval. Similar bills were under discussion across Europe, from Norway and Ireland to Spain and Italy. Moreover, it seemed most reasonable to adopt an anti-smoking regulation designed primarily to restrict smoking in restaurants.
